Historically, the Medicare hospice benefit was not a part of a Medicare Advantage program. It was carved, it’s “carved out.” And one thing I want to be clear about is that it is still carved out. What has changed is that there’s now a demonstration out of the Center for Medicare and Medicaid Innovation, or CMMI, that allows for the testing of hospice being “carved in” to Medicare Advantage.

Medicare Advantage health plans are rapidly increasing their share of the Medicare beneficiary market. While hospice has historically been carved out of Medicare Advantage, recent changes allow Medicare Advantage plans greater flexibility to provide palliative care and to begin covering hospice under Medicare Advantage plans.
